Building condition & compliance

Building Safety Certificate

Engineering-led building safety assessments, condition investigations and technical reporting for owners and property teams in Dubai.

Building condition & compliance

A clear assessment. Informed next steps.

Understand the condition of an existing building through document review, site inspection and engineering analysis. We help owners and property teams identify safety concerns, plan further investigations and understand repair priorities.

Assessment and reporting support, not a guarantee of certification. Applicable authority requirements, consultant eligibility and any certificate application support must be confirmed for your building. This page does not establish statutory obligations or promise authority approval.

Inspection scope

What our engineers assess

The inspection is tailored to the building and agreed requirements. Accessible areas, specialist involvement and testing are confirmed before work begins.

Structural safety

Slabs, beams, columns, accessible foundations and steel structures; visible distress, reinforcement corrosion, pool structures and waterproofing.

Façades & cladding

Cladding condition, accessible panel fixings, joint sealants, water ingress and external installations.

Windows & safety barriers

Doors, windows, locks and the condition and fixing of balustrades on balconies, terraces, roofs and stairs.

Electrical installations

Common and external-area distribution boards, breakers, earthing, cable condition, emergency lighting and lightning protection, within the agreed scope.

Mechanical & plumbing systems

Common-area ventilation, AC equipment, tanks, pumps, water and drainage pipes, basement systems and roof drainage.

Fire & life-safety records

Review of available Civil Defence documentation and coordination needs with your appointed fire and life-safety specialist.

Review of available SIRA documentation and coordination needs with your appointed security systems provider.

Testing where needed

Condition-led testing may include concrete core strength, rebound hammer, ultrasonic pulse velocity, chloride and sulphate analysis, half-cell potential, reinforcement cover measurement and carbonation depth. Methods and laboratory requirements are agreed for the specific assessment.

Reports & deliverables

Evidence you can act on

Deliverables are confirmed in your proposal and reflect the inspection and testing actually commissioned.

Inspection findings

  • Visual condition survey, defect mapping and photographic records
  • Findings for structural, façade and common-area MEP items within scope
  • Results and interpretation of commissioned tests
  • Technical assessment and recommendations for repairs or further investigation

When further work is needed

Significant findings may call for structural analysis, repair design, specialist coordination or post-repair verification. Any additional engineering or authority-submission support is subject to confirmed eligibility, requirements and a separately agreed scope.

Common questions

Before you book

Is this the same as a statutory certificate?

The service provides an engineering assessment and agreed reporting support. Any statutory certificate is subject to the relevant authority’s requirements and decision. Consultant eligibility, application support and issuance arrangements must be confirmed for your building before appointment.

Who is this service suitable for?

Building owners, owners associations, developers, landlords, facility managers and investors seeking to understand an existing building’s safety and condition, including those who have received an authority notice.

What should I send with my enquiry?

Provide the property location, plot number, approximate building age and any authority notice. Share available drawings and maintenance records during scope review. Our team will confirm which additional documents and access arrangements are needed.

Will every building need laboratory testing?

No fixed testing package is promised. Engineers identify testing needs from the available records, observed condition and agreed scope. Testing methods and any specialist laboratory work are confirmed before proceeding.

Can you help if defects are found?

The report can identify defects and recommend repairs or further investigation. Repair design, contractor supervision and post-repair verification may be discussed as a separately agreed scope; they are not automatically included.

How are the price and timescale determined?

They depend on the building’s size, condition, access, available records and testing needs. A quotation and programme are confirmed after reviewing your requirements; authority approvals and outcomes are not guaranteed.
